ArtStarts in Schools plays an important role in BC's cultural and educational communities by engaging young people in arts activities. ArtScan is ArtStart's major event of the year featuring three days of performing arts showcases for educators and community presenters, a public art exhibition of visual artwork created by students in their artist-in-residence programs, and a series of panels and roundtables. ArtScan runs from March 31st - April 8th at the Roundhouse Community Centre in Vancouver. This event is part of the continuum of resources ArtStarts provides. For details visit

The Gallery is looking for volunteers to help lead guided tours of the gallery for elementary and secondary students. They seek capable, energetic people who are comfortable speaking to groups, and who have knowledge or an interest in learning about art. The time commitment is one tour per week and participation in scheduled training sessions held at the beginning of each exhibition. The Alternator Gallery for Contemporary Art is holding its first annual Wearable Art Gala on Saturday March 13th at the Actors' Studio at 1379 Ellis St, in Kelowna. Through The Lens: A Student's View is a project offering young people from across BC the opportunity to create a 30-second Public Service Announcement (PSA) on issues of school and community safety. The PSA selected for airing will earn its makers a $2500 scholarship. The PSA chosen for broadcast will air on the Global Television Saturday Morning News. Students, faculty, staff and alumni donate pieces for the annual Emily Carr Institute Graduation Art Auction. The proceeds from this live and silent auction support the Institute's Grad Catalogue. The auction previews March 17-19 from 10 am - 6 pm and from 10 am - 3 pm on March 20th. The auction begins 7 pm, March 20th. The Victoria Sketch Club was founded in 1909 and members have had their work exhibited in March every year since the start of the organization. Emily Carr was among the founding members of the club. The Victoria Sketch Club?s 95th annual art show will open on Tuesday, March 16 at 7pm, at the Glen-Lyon Norfolk School, 1701 Beach Drive (Oak Bay) Victoria. The show continues daily ? 10 am to 7pm, closing Sunday, March 21 at 4pm. Admission is free. Information 250-592-3585.

The recent cabinet shuffle has changed the name of the Ministry of Competition, Science and Enterprise to the Ministry of Small Business and Economic Development. In a support document on the changes to cabinet, the first responsibility listed for this ministry is "BC Olympic Secretariat, Sport and Culture." However, the Ministry of Community, Aboriginal and Women's Services has "artistic and cultural development" listed as one of its responsibilities and is responsible for the BC Arts Council. No mention is made of the Ministry responsible for the Olympic Arts Fund. This lack of clarity on where cultural leadership is situated in government is cause for concern, as is the fact that the province remains one of the lowest per capita funders of culture.

Arthur Drache is a longtime arts advocate and charitable sector lawyer. He is well known for his many battles with Revenue Canada over the application of tax law to the activities of visual artists. It was Arthur Drache to whom Toni Only turned in Toni?s battle with the government over the application of the GST to unsold artworks. That fight helped all visual artists in Canada immeasurably. IN January of this year, Arthur Drache was among those appointed by Her Excellency, the Right Honourable Adrienne Clarkson, to the Order of Canada.

He currently serves as Secretary to the Board of Governors of the Canadian Conference of the Arts (CCA). Of him, the CCA says: "He has shared a wealth of knowledge with many arts organizations through pro bono work, and his tireless efforts have led to substantial public policy changes for charities. He has offered support to artists in dispute with tax law who could not pay him, and to organizations which convinced him to do just one more thing for free."

The Canadian Policy Research Networks Inc (CPRN) has recently released a report on human resource issues in the non-profit sector. The study reveals that managers are overworked and burnt out, underpaid and, frequently, undervalued.
